In the previous material (The program of preferential loans for companies supporting Ukraine has been launched), we described in detail the principles of the program and the conditions that entrepreneurs must meet in order to take advantage of the support offered. Today, we return to the topic to take a look at what the implementation of the program looks like in practice, what are the first effects and what prospects open up for Polish companies interested in participating in the reconstruction of Ukraine.
The current situation – the first effects
The program implemented by Bank Gospodarstwa Krajowego (BGK) together with selected financial institutions is of a pilot nature. Its aim is not only to provide capital, but also to prepare Polish companies for a long-term presence on the Ukrainian market. The idea is to give companies time to establish relationships with partners in Ukraine and to be able to prepare for future contracts in strategic sectors.
According to the information presented by Mr. Marcin Chruściel, Director of the Office for the Development of Polish-Ukrainian Cooperation at the Ministry of Funds and Regional Policy, during the Common Future 2025 Cooperation with Ukraine Congress, as of September 17, 2025, nine agreements were signed for a total amount of approximately PLN 25 million. However, the interest from business is much greater – over 70 applications have been received, which are currently being analyzed.
Mr. Paweł Chorąży, Managing Director of the European Funds Division at BGK, emphasized that they want the support to go primarily to systemic and cyclical projects, and not to one-off transactions. This is to increase the stability and efficiency of investments in the long term.
Who benefits from the program
According to the data presented during the Congress, the program is mainly used by medium-sized enterprises from key industries for Ukraine’s reconstruction – logistics, medicine and drug production. Importantly, the instrument is not a mass banking product. Financial institutions implementing the program are in direct contact with companies and adjust the financing conditions to their actual needs.
Prospects for the development of the program
The current edition of the program is treated as a pilot, but it is already clear that the experience gained may become the foundation for more comprehensive mechanisms in the coming years.
It is worth noting that the applications submitted so far cover the budget of the program in full. However, this does not mean that the call for applications has been closed – not all applications will be accepted, which is why BGK and partner banks encourage entrepreneurs to continue submitting applications. They also emphasize that in the event of continued high interest, it is not excluded that further tranches of financing will be launched. This would allow to increase the scale of the program and involve even more Polish enterprises.
What other support programs are planned
Polish companies interested in developing their business on the Ukrainian market should also monitor other initiatives supporting business. It is worth noting the agreements concluded during the Ukraine Recovery Conference in Rome in July 2025, when BGK signed two letters of intent. The first concerns the intention to sign an agreement with the European Commission for the amount of EUR 184.1 million under the Ukraine Facility program. The second involves the creation of a European Flagship Fund for the Reconstruction of Ukraine with a target of €500 million, with the participation of partners from several European countries.
To sum up, preferential loans for companies supporting the reconstruction of Ukraine are not only a source of financing, but also a strategic instrument to strengthen the presence of Polish enterprises in the region. Experience so far shows that interest in the programme is high, and the conclusions of the pilot carried out in 2025 may become the basis for even more ambitious initiatives in the coming years.
